An internal hire may suit you when the role needs close coordination with account executives, deep product knowledge, account research across channels and daily coaching. You choose the job description and can adapt the responsibilities as the business changes.
Hiring creates management work as well as capacity. Decide who will coach the SDR, provide messaging and data, inspect the pipeline and cover ramp-up or absence. If that support does not exist, recruiting alone will not create it.
Cold email can support an existing SDR team rather than replace it. Your SDRs can work the replies and run the next stage while we operate the campaigns.
If you need a managed team making calls, using several outreach channels or delivering booked appointments, compare providers whose contracts explicitly include those activities. For example, SalesRoads describes a managed SDR service covering cold calling and email. Scope differs between providers.
Ask who responds to leads, what makes a meeting acceptable, how no-shows are handled and whether the service includes sales management. “Outsourced SDR” is not a universal package.

An employer of record addresses the employment arrangement for a worker. Deel’s EOR documentation distinguishes employment and payroll responsibilities from the client’s day-to-day direction of the work.
For an SDR, that means you still need a suitable person, a sales process, targets, coaching, tools and someone to manage performance. EOR is not the same purchase as lead generation or a managed outbound campaign. Recruitment may be a separate service.
If your problem is employing an SDR in a particular location, evaluate an employment provider for that requirement. If the problem is running cold email, evaluate campaign delivery. Some businesses may need both, but one does not substitute for the other.

A salary, an EOR fee and an agency fee are different units. Compare a defined period and the same scope of work before deciding which is cheaper.
